مقایسه روش بودجهریزی سنتی با بودجهریزی بر مبنای صفر در واحدهای ارائه دهنده خدمات بهداشتی دانشگاه علوم پزشکی و خدمات بهداشتی درمانی گیلان
مقدمه: یکی از ضرورتهای اصلاح ساختار اقتصادی بخش بهداشت و درمان، اصلاح و بکارگیری روشهای جدید بودجهریزی و توزیع منابع آن در حوزه درمان وزارت بهداشت، درمان و آموزش پزشکی است. مطالعه حاضر با هدف مقایسه روش بودجهریزی سنتی با بودجهریزی بر مبنای صفر در واحدهای ارائهدهنده خدمات بهداشتی دانشگاه علوم پزشکی و خدمات بهداشتی درمانی استان گیلان انجام شده است. روش پژوهش: پژوهش حاضر از نوع مطالعات کاربردی، توصیفی و تحلیلی است که به شیوه گذشتهنگر (سال مالی 1390) انجام پذیرفت. جامعه پژوهش را کلیه مراکز بهداشتی و درمانی تابعه دانشگاه علوم پزشکی و خدمات بهداشتی درمانی استان گیلان تشکیل میدهد. بررسی نحوهی بودجهریزی واحدهای مورد پژوهش از طریق مرور مستندات چاپی، الکترونیک، تحت وب، مشاهده و مصاحبه با خبرگان انجام شد. تجزیه و تحلیل دادهها نیز با استفاده از نرم افزار اکسل نسخه 2007، انجام شد. یافتهها: براساس روش بودجهریزی بر مبنای صفر، به اعتباری بالغ بر 116/1 میلیارد ریال نیاز است که از این مبلغ 694 میلیارد ریال در برنامه سلامت روستایی و 422 میلیارد ریال در برنامه سلامت شهری باید منظور شود. همچنین، کسری اعتبار بخش سلامت در واحدهای مورد مطالعه 494 میلیارد ریال برآورد شد. نتیجهگیری: نتایج مطالعه حاضر در قالب مؤلفههای مورد بررسی نشان داد که روش بودجهریزی بر مبنای صفر بر روش سنتی ارجح است. لذا، برنامهریزی برای اولویتدهی به این نوع روش بودجهریزی و توجه به آن برای عملیاتیشدن ضروری به نظر میرسد.

ارزیابی کارایی شرکتهای داروسازی و رتبهبندی آنها با استفاده از رویکرد تحلیل پنجرهای دادهها
مقدمه: هدف از انجام این پژوهش ارزیابی کارایی شرکتهای دارویی فعال در بازار بورس با استفاده از روشهای ناپارامتری است. اندازهگیری کارایی شرکتهای داروسازی و مقایسه عملکرد آنها نقش مهمی در ارتقاء سطح کارایی و بهرهوری آنها داشته و پشتوانهای برای برنامهریزی این شرکتها است. روش پژوهش: یکی از روشهای معمول اندازهگیری کارایی واحدهای مشابه، روش تحلیل پوششی دادهها است. این روش علیرغم مزایایی که دارد، در زمانی که تعداد واحدهای تصمیمگیری کم است، به خوبی قادر به اندازهگیری کارایی نیست. لذا، با استفاده از رویکرد تحلیل پوششی پنجرهای تعداد واحدهای تصمیمگیرنده افزایش پیدا میکند و بهخوبی میتوان کارایی سازمانها را اندازهگیری کرد. در این پژوهش با استفاده از رویکرد تحلیل پنجرهای دادهها در بازه زمانی 1391-1387 کارایی شرکتهای داروسازی فعال در بازار بورس تعیین خواهد شد. یافتهها: در این پژوهش شرکتهای داروسازی بر حسب نمره عملکردشان رتبهبندی شدند. بر اساس نتایج پژوهش شرکت داروسازی سبحان طی سالهای 1387 تا 1391 بیشترین امتیاز کارایی را به خود اختصاص داده است. نتیجهگیری: با توجه به نتایج بدست آمده در مورد کارا و یا ناکارا بودن واحدها، مدیران شرکت داروسازی سبحان، که بر اساس نتایج بدست آمده کاراترین مرکز تولیدی دارو طی دوره زمانی مذکور است، باید در مجموع به سمت کارایی بیشتر و بالاتر حرکت کرده و مدیران شرکتهای ناکارا لازم است با الگوبرداری از واحدهای مرجع خود به سمت مرز کارایی نسبی حرکت کنند.

بررسی میزان تفاوت حسابداری نقدی با تعهدی و تأثیر آن بر منابع و مصارف در دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کاشان
مقدمه: با توجه به اینکه نظام مالی سازمان های دولتی ایران توان ارائه اطلاعات جامع را ندارد و در تمامی دستگاههای دولتی بهویژه در بخش سلامت با محدودیت و ارزشمندی منابع روبرو است، نیازمند استقرار نظام جامع مالی برای ارائه اطلاعات به مدیران است. لذا، در راستای استقرار نظام حسابداری تعهدی در دانشگاه علوم پزشکی و خدمات بهدشتی درمانی کاشان پژوهش حاضر به بررسی میزان تفاوت حسابداری نقدی با تعهدی و تأثیر آن بر منابع و مصارف پرداخته است. روش پژوهش: پژوهش حاضر توصیفی تحلیلی است که دادههای مورد نیاز آن از صورتهای مالی سال 1390 دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کاشان استخراج شده است. ابزار گردآوری دادهها، فرمهای مربوط به دادههای حسابداری تعهدی و دادههای حسابداری نقدی بوده است. برای تحلیل دادهها از آمار توصیفی و آزمون پارامتری t دو نمونهای استفاده شده است. یافتهها: بین منابع شناسایی شده در مبنای حسابداری نقدی نسبت به منابع شناسایی شده در مبنای حسابداری تعهدی در دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کاشان اختلاف معنادار وجود دارد. همچنین، حسابداری تعهدی از نظر مصارف نیز با حسابداری نقدی در دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کاشان اختلاف معنادار دارد؛ بهطوریکه رشد منابع با ثبت به روش تعهدی 124 درصد و رشد مصارف 102 درصد است. نتیجهگیری: با استقرار نظام حسابداری تعهدی، میتوان افزون بر شناسایی داراییها و بدهیهای جاری و غیرجاری و درآمدها و هزینههای وصول شده و وصول نشده، به بررسی کفایت مالی برای حفظ سطح ارائه خدمات و ایفای تعهدات در قبال جامعه و همچنین، ارزیابی عملکرد مالی و تخصیص منابع پرداخت.

ارزشهای حرفهای و ادراک اخلاقی حسابرسان داخلی دانشگاههای علوم پزشکی و خدمات بهداشتی درمانی ایران
مقدمه: رفتار اخلاقی به عنوان یکی از شرطهای بقای حرفه حسابرسی داخلی در نظر گرفته میشود و عوامل گوناگونی بر ادراک اخلاقی و به تبع آن بر تصمیمگیری اخلاقی مؤثر است. هدف این پژوهش بررسی عوامل مؤثر بر ادراک اخلاقی حسابرسان داخلی است. به این منظور، نقش عواملی مانند فلسفه اخلاقی شخصی، فرهنگ اخلاقی سازمان، آیینرفتار حرفهای و تجربه حسابرس مورد بررسی قرار میگیرد. روش پژوهش: این پژوهش، از نوع پژوهشهای پیمایشی - توصیفی است و برای جمعآوری دادهها از ابزار پرسشنامه استفاده شده است. جامعه آماری پژوهش شامل حسابرسان دوایر اداره رسیدگی دانشگاههای علوم پزشکی و خدمات بهداشتی درمانی سراسر کشور است. در این پژوهش از نمونهگیری استفاده نشده است و لذا روش نمونهگیری و تعداد نمونه مطرح نیست. فرضیههای پژوهش با استفاده از مدل رگرسیون آزمون شده است. یافتهها: نتایج حاصل از آزمون فرضیهها بیانگر این است که فلسفه اخلاقی شخصی دارای تأثیری ضعیف و منفی بر ادراک اخلاقی حسابرسان داخلی است و تأثیر سایر متغیرهای مورد بررسی بر ادراک اخلاقی حسابرسان داخلی معنادار نیست. نتیجهگیری: نتایج حاصل از پژوهش بیانگر ضعف فلسفه اخلاقی شخصی، فرهنگ اخلاقی و آگاهنبودن از آیینرفتار حرفهای در میان حسابرسان مورد آزمون است. از اینرو، لزوم توجه به اصول اخلاقی و برگزاری دورههای آموزشی اخلاق با تأکید بر مبانی اخلاق اسلامی و آیینرفتار حرفهای به منظور ارتقای ادراک اخلاقی بیش از پیش احساس میشود.

بررسی تأثیر فرهنگ بر شفافیت گزارشگری مالی و ارتقاء سطح مسئولیت پاسخگویی در دانشگاههای علوم پزشکی و خدمات بهداشتی درمانی
مقدمه: پژوهش حاضر با استفاده از اثرات ارزشهای فرهنگی مطرح شده به وسیله شوراتز بر شفافیت گزارشگری مالی و سطح مسئولیت پاسخگویی، به بررسی تأثیر فرهنگ بر شفافیت گزارشگری و سطح مسئولیت پاسخگویی در دانشگاههای علوم پزشکی و خدمات بهداشتی درمانی پرداخته است. روش پژوهش: روش این پژوهش از نوع توصیفی-پیمایشی و جامعه آماری آن را 160 نفر از حسابداران دانشگاههای علوم پزشکی و خدمات بهداشتی درمانی 5 استان کشور شامل استانهای کرمانشاه، کردستان، ایلام، همدان و خراسان رضوی تشکیل میدهد که با استفاده از فرمول کوکران 101 نفر به عنوان حجم نمونه انتخاب شد. دادههای مورد نیاز برای آزمون فرضیهها از طریق توزیع پرسشنامه بین نمونه آماری جمعآوری شد. برای آزمون فرضیههای پژوهش از آزمون آماری ضریب همبستگی پیرسون و اسپیرمن استفاده شده است. یافتهها: نتایج حاصل از پژوهش بیانگر این است که در بین 10 ارزش فرهنگی، خوداتکایی، امنیت، عامگرایی، عرف، قوانین و مقررات و خیرخواهی بر شفافیت و پاسخگویی تأثیر مثبت و معناداری دارد اما تأثیر رفاهطلبی، قدرت، مخاطرهپذیری و صلاحیت حرفهای بر شفافیت و پاسخگویی تأیید نشد. نتیجهگیری: یافتههای پژوهش نشاندهنده تأثیر ارزشهای فرهنگی فردی و اجتماعی حسابداران بر شفافیت و پاسخگویی است. بنابراین، وزارت بهداشت، درمان و آموزش پزشکی باید برای ارتقاء شفافیت و سطح مسئولیت پاسخگویی به جنبه فرهنگی توجه ویژهای داشته باشد؛ بسیاری از پژوهشهای انجام شده در سراسر دنیا نیز نشاندهندهی تأثیر مهم ارزشهای فرهنگی بر رویههای حسابداری است.
