چارچوبی برای تحول در نظام پاسخگویی مالی و عملیاتی دانشگاههای دولتی ایران از دیدگاه خبرگان
مقدمه: در سالهای اخیر دانشگاههای دولتی با تغییرات اقتصادی-اجتماعی متعددی مواجه بودهاند. از یک سو، به دلیل استقلال حاصل از ماده 49 قانون برنامه چهارم توسعه اقتصادی، اجتماعی و فرهنگی جمهوری اسلامی ایران تأثیر عمدهای پذیرفتهاند و از سویی دیگر، به دلیل تغییرات تعداد دانشجویان و کاهش بودجه سرانه و غیره فشارهای مضاعفی بر آنان وارد شده است. با توجه به این شرایط، ایجاد تحول در نظام پاسخگویی مالی و عملیاتی آنها ضرورتی غیرقابل انکار است. هدف از این پژوهش، تدوین چارچوبی برای تحول در نظام پاسخگویی مالی و عملیاتی دانشگاههای دولتی ایران با مبنا قراردادن الگوی اصلاح شده لادر است. روش پژوهش: پژوهش حاضر از نظر روش استنتاجی، توصیفی-پیمایشی و از لحاظ نوع پژوهش، همبستگی و از جهت هدف، کاربردی و توصیفی است. جامعه آماری پژوهش شامل کلیه افراد خبره در حوزه تحول در نظام پاسخگویی مالی و عملیاتی دانشگاهها در سالهای 1394-1393 است. این پژوهش با بکارگیری فن دلفی در دو دور اجرا و از آزمونهای دوجملهای t، کلموگروف-اسمیرنوف، کروسکال والیس و فریدمن و نرمافزارSPSS نسخه 20 برای تجزیه و تحلیل دادهها استفاده شده است. یافتهها: محرک اصلی تحول در نظام پاسخگویی مالی و عملیاتی دانشگاههای دولتی ایران نیاز به اطلاعات بهای تمامشده برای قیمتگذاری است و وزارت علوم، تحقیقات و فناوری و سازمان حسابرسی، به ترتیب، به عنوان پیشبرندگان و گردانندگان تحول شناسایی شدند. تغییر در دیدگاه محافظهکارانه جامعه به عنوان مهمترین عامل فرهنگی، ایفای نقش میکند. در این میان مدیران مالی دانشگاهها باید رهبری این تحول را عهدهدار شده و در بازه زمانی درازمدت و تدریجی اجرایی شود. نتیجهگیری: در این پژوهش توانایی پیشبینیکنندگی الگوی اصلاحشده لادر، که در بسیاری از کشورها برای تبیین فرآیند تحولات بکار گرفته شده است، در رابطه با تحول در نظام پاسخگویی مالی و عملیاتی دانشگاههای دولتی ایران و در شرایط محیطی ایران مستند شده است.

ارزیابی نظام کنترلهای داخلی مؤسسات غیرانتفاعی بر اساس چارچوب کوزو: مطالعه موردی بیمارستانهای دولتی شیراز
مقدمه: طراحی و استقرار نظام حسابرسی داخلی و کنترلهای داخلی در دستگاههای اجرایی دولتی مانند بیمارستانها از ضروریات اساسی است. در این راستا، پژوهش حاضر به ارزیابی اثربخشی کنترلهای داخلی در بیمارستانها و درمانگاههای دولتی شیراز بر اساس چارچوب پیشنهادی کوزو میپردازد. روش پژوهش: روش پژوهش مورد استفاده توصیفی همبستگی از نوع نظرسنجی است. کلیه کارکنان حوزه مالی بیمارستانها و درمانگاههای دولتی شیراز (17 بیمارستان و درمانگاه) در سال 1394 جامعه آماری پژوهش حاضر را تشکیل میدهند که تعداد آنها برابر با 339 نفر است. در این پژوهش از نمونهگیری استفاده نشد. در ارتباط با ارزیابی نظام کنترلهای داخلی از پرسشنامه طراحی شده بهوسیله کوزو و تعدیل شده با توجه به ماهیت بیمارستانهای دولتی استفاده شده است. بهمنظور آزمون فرضیههای پژوهش از نرمافزار SPSS نسخه 19 و با توجه به نرمال یا غیرنرمال بودن توزیع دادهها، به ترتیب، از آزمونهای «t یک نمونهای» و «آزمون میانه» استفاده شد. یافتهها: یافتههای پژوهش حاکی از آن است که در نظام کنترلهای داخلی بیمارستانها و درمانگاههای دولتی شیراز اجزای کنترلهای داخلی شامل محیط کنترلی، ارزیابی خطر، فعالیتهای کنترلی، اطلاعات و ارتباطات و ارزیابی و نظارت بهطور اثربخش عمل نمیکند. نتیجهگیری: در بیمارستانهای دولتی شیراز باید سیاستهایی در جهت حمایت از واحد حسابرسی داخلی اعمال شود و کنترلهای داخلی اثربخش طراحی و بکار گرفته شود.

تحلیل پویای عملکرد شرکتهای دارویی پذیرفتهشده در بورس اوراق بهادار تهران با استفاده از روش ترکیبی تحلیل پوششی دادههای پنجرهای و شاخص مالمکوئیست
مقدمه: صنعت دارو نقش اساسی در توسعه سلامت کشور دارد. این صنعت با مسائلی چون استفاده نامناسب از ظرفیت تولید بهرهور روبهروست که ضرورت پژوهش در این زمینه را ایجاب میکند. با استفاده از شاخصهای مالی میتوان عملکرد شرکتهای مختلف حاضر در این صنعت را با هم مقایسه کرده و با تعیین الگو، زمینه پیشرفت شرکتها از این لحاظ را فراهم کرد. روش پژوهش: این پژوهش از نظر هدف، کاربردی و از نظر نحوه گردآوری دادهها، توصیفی و از نوع کمی است. در این پژوهش از ترکیب روش تحلیل پوششی دادههای پنجرهای و شاخص مالمکوئیست برای اندازهگیری پویای کارایی و رتبهبندی شرکتهای دارویی پذیرفتهشده در بورس اوراق بهادار تهران استفاده شده است. به این ترتیب که با استفاده از 11 شاخص تأثیرگذار و بکارگیری نرمافزار DEAPنسخه 1/2، عملکرد 16 شرکت دارویی در بازه زمانی 1393-1388 بررسی شده است. یافتهها: تغییرات بهرهوری کل در صنعت دارویی در دوره مورد مطالعه کاهش یافته است و علت اصلی آن کاهش تغییرات کارایی مدیریتی، مقیاسی و فنآوری بوده است. نتیجهگیری: نتایج پژوهش نشان میدهد که به جای تحلیل مقطعی، استفاده از تحلیل پویای عملکرد با ترکیب دو روش تحلیل پنجرهای و شاخص مـالمکوئیسـت و دقتنظر در تحلیل جابهجایی مرز کارا میتوان ارزیابی دقیقتری از عملکرد شرکتها ارائه کرد.

آلودگی هوا و بازده سهام در بورس اوراق بهادار تهران
مقدمه: پژوهشهای مرتبط با سلامت نشان میدهد که آلودگی هوا تأثیر منفی بر حالات روانی اشخاص دارد. پژوهشهای تجربی در روانشناسی نیز نشانگر این است که حالات روانی بد باعث افزایش خطرگریزی افراد میشود. مطالعات انجام شده در زمینه مالی و اقتصادی در دنیا حاکی از اثر حالات روانی بد بر نرخ بازده سهام است. روش پژوهش: پژوهش حاضر به لحاظ هدف، کاربردی و بر مبنای ماهیت و محتوا از نوع همبستگی است. این پژوهش به بررسی اثر حالات روانی ناشی از آلودگی هوا و ارتباط بین آلودگی هوا و بازده سهام در بازار بورس اوراق بهادار تهران در بازه زمانی 1392-1390 با بکارگیری اطلاعات روزانه شاخص آلودگی هوا و اطلاعات بازده سهام میپردازد. از رگرسیون سری زمانی و نرمافزار Eviews نسخه 7 برای تجزیه و تحلیل دادهها استفاده شده است. یافتهها: نتایج حاصل از آزمون فرضیه پژوهش بیانگر این است که آلودگی هوا رابطه منفی با نرخ بازده کل سهام بورس اوراق بهادار تهران دارد. نتیجهگیری: تصمیمهای سرمایهگذاران تا حد زیادی تحت تأثیر حالات روحی آنان است و آلودگی هوا از جمله عواملی است که میتواند بر خلق و خوی و حالات روانی انسانها اثر بگذارد. یافتههای پژوهش نشاندهنده رابطه منفی و معنادار بین آلودگی هوا و بازده سهام است. این امر مؤید نظریههای مالی رفتاری است. اگر چه با توجه به ضریب تعیین تعدیل شده بدست آمده حاصل از الگوی رگرسیون، آلودگی هوا مقدار کمی از تغییرات بازده اوراق بهادار را تبیین میکند.

بررسی چسبندگی هزینهها در شرکتهای دارویی پذیرفتهشده در بورس اوراق بهادار تهران
مقدمه: هدف این پژوهش بررسی رفتار چسبنده هزینههای عملیاتی و بهای تمام شده کالای فروشرفته و برخی عوامل احتمالی (شامل داراییها، بدهیها، جریان نقد آزاد و تولید ناخالص داخلی) اثرگذار بر میزان چسبندگی هزینههای عملیاتی در شرکتهای دارویی پذیرفتهشده در بورس اوراق بهادار تهران است. روش پژوهش: طرح پژوهش بر اساس هدف، کاربردی و با استفاده از رویکرد پسرویدادی از طریق اطلاعات گذشته است. برای آزمون فرضیههای مطرح شده از دادههای سری زمانی-مقطعی استفاده شده است. جامعه و نمونه آماری پژوهش شامل 24 شرکت دارویی پذیرفتهشده در بورس اوراق بهادار تهران در بازه زمانی 1393-1382 است که در صنعت دارو فعالیت داشتهاند. روش آماری مورد استفاده در این پژوهش، رگرسیون چندمتغیره است. برای تجزیه و تحلیل دادهها از نرمافزارهای Excel نسخه 13 و Eviews نسخه 8 استفاده شده است. یافتهها: یافتههای پژوهش نشان میدهد که هزینههای عملیاتی نسبت به تغییرات درآمد فروش رفتار چسبنده دارد اما شواهدی مبنی بر چسبنده بودن بهای تمامشده کالای فروشرفته یافت نشد. همچنین، نتایج بدست آمده حاکی از وجود رابطه معنادار بین میزان چسبندگی هزینههای عملیاتی و جریان نقد آزاد است. به این گونه که در شرکتهای با جریان نقد آزاد بالاتر، چسبندگی هزینهها بیشتر است. افزون براین، نتایج از وجود رابطه مستقیم و معنادار بین میزان چسبندگی هزینههای عملیاتی و تولید ناخالص داخلی حکایت دارد اما اثرگذاربودن داراییها و بدهیها بر میزان چسبندگی هزینههای عملیاتی مورد تأیید قرار نگرفت. نتیجهگیری: در صورت پیشبینی افزایش فروش آینده یا در دورههای رشد اقتصادی، برای استفاده مناسب از فرصتها و همچنین به دلیل آن که تحصیل و آمادهسازی مجدد منابع نیازمند زمان و هزینه مضاعف است، مدیران منابع را در شرکت حفظ میکنند تا از بازگشت فروش به سطح قبلی، بیشترین مزیت را کسب کنند که این امر چسبندگی هزینههای عملیاتی را به دنبال خواهد داشت.

بررسی رابطه بین اهرم مالی و معیارهای سنجش عملکرد شرکتهای دارویی و مواد غذایی پذیرفته شده در بورس اوراق بهادار تهران با استفاده از تحلیل پوششی دادهها
مقدمه: تصمیمهای تأمین مالی یا ساختار سرمایه، به دلیل تأثیرگذاری بر خطر و بازده سهامداران از تصمیمهای مهم مدیریت مالی است. بنابراین، تعیین ساختار بهینه سرمایه یکی از مهمترین مسائلی است که مدیران بنگاههای اقتصادی در فرایند تصمیمگیریهای مالی با آن روبهرو هستند. روش پژوهش: این پژوهش کاربردی است و از طرح شبه تجربی و رویکرد پسرویدادی استفاده میکند. برای آزمون فرضیهها و تعیین متغیرهای خروجی تحلیل پوششی دادهها از آزمون همبستگی پیرسون استفاده شده است. جامعه آماری پژوهش را شرکتهای دارویی و مواد غذایی پذیرفته شده در بورس اوراق بهادار تهران در بازه زمانی 1393-1387 تشکیل میدهد. در این پژوهش از نرمافزار SPSS نسخه 19و نرمافزار Frontier Analyst نسخه 3 استفاده شده است. یافتهها: بین متغیرهای نسبت جاری، نسبت سود عملیاتی به فروش، بازده داراییها، ارزش افزوده اقتصادی، ارزش افزوده بازار و نسبت قیمت به سود هر سهم با اهرم مالی رابطه معنادار وجود دارد اما بین متغیرهای نسبت آنی و نسبت قیمت بازار به ارزش دفتری هر سهم با اهرم مالی رابطه معنادار وجود ندارد. با توجه به وجود رابطه معنادار یاد شده بین اهرم مالی و معیارهای سنجش عملکرد، اهرم مالی به عنوان متغیر ورودی و معیارهای سنجش عملکرد به عنوان متغیرهای خروجی در فن تحلیل پوششی دادهها انتخاب شد و سپس با بکارگیری الگوی بازده به مقیاس متغیر ورودیمحور فن تحلیل پوششی دادهها ساختار بهینه سرمایه برای شرکتها تعیین شد. نتیجهگیری: نتایج پژوهش حاکی از این است که شرکتهای دارویی و مواد غذایی که کارایی آنها یک است از ابزار بدهی و ابزار سرمایه خود به نحو کاراتر استفاده کردهاند و این امر موجب شده است که این شرکتها دارای عملکرد بهتری باشند. به عبارت دیگر، این شرکتها نسبت به سایر شرکتها از منابع مختلف مالی در اختیار خود به نحو مطلوبتر و کارآمدتری استفاده کردهاند.
