برنامه‌ریزی آرمانی، رویکردی اثربخش در بودجه‌ریزی و تخصیص بهینه منابع مالی (مطالعه موردی: تخصیص بودجه وزارت بهداشت و درمان به استان‌های کشور)

چکیده

مقدمه: در این مقاله با استفاده از روش برنامه‌ریزی آرمانی و منطق فازی سعی می‌شود تا الگویی برای تخصیص بهینه بودجه وزارت بهداشت به استان‌های کشور ارائه شود.
روش پژوهش: این پژوهش از نوع پژوهش‌های کاربردی است که به شیوه توصیفی و به‌صورت گذشته‌نگر انجام شده است. داده‌های مورد نیاز برای بررسی موضوع پژوهش، از طریق داده‌های رسمی مرکز آمار ایران و وزارت بهداشت جمع‌آوری شده و با استفاده از نرم‌افزارهای تخصصی از جمله Fuzzy Tec و Lingo مورد تحلیل قرار گرفته است. در این مطالعه برای تخصیص بهینه بودجه به استان‌های کشور، ابتدا به‌وسیله شاخص‌سازی، موقعیت هر استان نسبت به سایر استان‌ها تعیین شد. سپس، با توجه به اولویت‌های مورد نظر، الگوی تخصیص بودجه با روش برنامه‌ریزی آرمانی طراحی و بر این اساس بودجه سالانه این وزارت‌خانه به استان‌های کشور تخصیص داده شد.
یافته‌ها: نتایج حاصل از پژوهش، بیان‌گر آن است که تخصیص بودجه بر اساس روش موجود، منجر به توجه نکردن به فعالیت‌ها و عملکرد هر استان می‌شود. اما در روش ارائه شده، در این مقاله، با شناسایی بیش از 268 شاخص در 5 بخش و 45 برنامه، اطلاعات مربوط به قابلیت‌های استان‌های کشور جمع‌آوری و از این حیث کلیه استان‌ها نسبت به یکدیگر مقایسه و رتبه‌بندی شدند.
 نتیجه‌گیری: نتایج حاصل از پژوهش نشان داد که روش پیشنهادی ضمن تخصیص بهینه بودجه به استان‌های کشور، در درازمدت منجر به ایجاد عدالت و توازن در بین استان‌ها خواهد شد.

Introduction: In this study, “Goal Programming” and “Fuzzy Logic” methods were used to provide an optimal model for budget allocated to provinces by Ministry of Health and Medical Education (MHME).
Method: The current study is a kind of applied and descriptive research. The data required for the examining the topic of this research were taken from the data of the Statistical Center of Iran and the MHME. Data were analyzed by the Fuzzy Tec and Lingo software programs. In this study, for the optimal allocation of financial resources to the provinces of the country, the position of each province in relation to other provinces was determined using indices. Given the priorities, the budget allocation pattern was designed using goal programming method. On this basis, the annual budget of the ministry for different provinces was allocated.
Findings: The results of the study showed that the current method of budget allocation leads to the negligence of the activities and performance of each province. But in the proposed method, with identification of 268 indexes in five sections and 45 programs, the relevant information concerning the capabilities of the provinces were collected, compared and ranked with each other.
Conclusion: The results of this investigation showed that the proposed method of optimal allocation of financial resources to the provinces, in the long run, would bring justice and stability among the provinces of the country.
