مشکلات اجرایی فصل دهم قانون مدیریت خدمات کشوری در دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کرمان

چکیده

مقدمه: پویایی محیط، تمامی سازمان‌ها را وادار می‌کند تا به منظور تطابق بهتر، تغییراتی را اعمال کنند. قانون مدیریت خدمات کشوری که از ابتدای سال 1388 در سازمان‌های دولتی کشور اجرا شده، یکی از این تلاش‌ها به منظور تطابق با تغییرات محیط است. هدف این پژوهش بررسی مشکلات اجرایی فصل دهم قانون مدیریت خدمات کشوری است.
روش پژوهش: مطالعه حاضر با استفاده از روش پژوهش کیفی انجام شده است. جامعه آماری پژوهش را کارکنان دانشگاه علوم پزشکی و خدمات بهداشتی درمانی کرمان تشکیل می‌دهند که به صورت هدفمند برای شرکت در پژوهش انتخاب شدند. ابزار اندازه‌گیری پژوهش مصاحبه و از مراحل تحلیل چارچوبی برای تحلیل مصاحبه‌ها استفاده شد.
یافته‌ها: هفت موضوع اصلی به عنوان مشکلات اجرایی قانون مدیریت خدمات کشوری شناسایی شد: ابهام در زمینه اجرای قانون و پاسخ‌گویی، نبود آیین‌نامه‌های اجرایی کامل، تبعیض در پرداخت‌ها و تراکم نرخ پرداخت، تناسب نداشتن حقوق‌ها با نرخ تورم و شاخص هزینه زندگی، تعریف نکردن مسیر ارتقای شغلی برای بعضی گروه‌ها، دشواری تطبیق قانون با احکام قبلی و نبود جامعیت در اجرای قانون.
نتیجه‌گیری: اجرای فصل دهم قانون خدمات کشوری مشکلات زیادی را هم برای مجریان و هم برای کارمندان ایجاد کرده است. بسیاری از این سوء تفاهمات به علت برداشت‌ها و توقعات نادرستی است که پیش از اجرای قانون، در بین ذی‌نفعان ایجاد شده است. آموزش دقیق‌تر مجریان و اطلاع رسانی بهتر، پیش از اجرای سایر فصل‌های قانون مدیریت خدمات کشوری، می‌تواند بسیاری از مشکلات اجرایی قانون مدیریت خدمات کشوری را برطرف کند.

Introduction: The dynamicity of environment makes the organizations implement some changes for better accommodation. State Services Management Law (SSML), which has been deployed in public organizations since the early 2010 is such an effort by organizations to better accommodate to environmental changes. The purpose of the current study is to identify the implementation problems of the tenth chapter of the SSML.
Method: This study has been conducted using qualitative research methods. The sample which comprised eight employees from different units of Kerman University of Medical Sciences was selected purposefully. The data were collected through semi-structured interviews, and framework analysis method was used for their analysis.
Results: Seven themes and seventeen sub-themes were identified as describing the problems that face the implementation of the tenth chapter of the SSML: ambiguity regarding law implementation and responsiveness; lack of comprehensive regulations for implementation, payments discrimination and concentrated rates, salaries incompatibility with inflation rate and cost of living index, undefined career advancement for some job categories, difficulties in adjusting law with previous mandates, and incomprehensiveness in law implementation.
Conclusion: Implementing the tenth chapter of the law has brought about many problems for implementers and employees. Most of these problems are the result of unrealistic perceptions and expectations which have been raised among stakeholders before implementation. Teaching implementers more precisely and better informing before implementing other chapters of the law might help overcome many of these problems.
